The foundational level asks which general principle about human nature or systems makes the pattern recur. The claim is that problems treated only at the surface get patched rather than solved, and that moving down a level changes what counts as a solution. It is a diagnostic discipline, not an empirical theory: the layers are analytical distinctions, not separate physical realities.
