CORE DEFINITION

Unknown unknowns are unrecognized knowledge gaps or issues absent from current consideration, unlike known unknowns whose existence is recognized but whose answers are missing. Rumsfeld popularized the distinction in 2002, but related terminology had appeared earlier in aerospace and defense projects. The category alone does not determine severity.

Recognize that risk inventories may be incomplete and preserve capacity for exploration, feedback, and surprises. Known knowns are things believed to be known, not all identified risks; many identified but unquantified risks are known unknowns.

Unrecognized issues are absent from current assumptions, measurements, and risk inventories. Exploration and external feedback can turn some blind spots into explicit questions. Inability to list every specific unknown in advance does not prevent improving discovery and response capacity.
