An explicit procedure interrupts this by requiring the problem to be restated from another position, which surfaces considerations the original frame excluded. Rotation makes the process exhaustive rather than opportunistic, since uncomfortable or low-status viewpoints get visited on schedule, and integration then forces the competing accounts into a single explanation.
