From the Hexagram Huan line about dispersing the king's dwelling: at the extreme of dispersal, sweat pours and great proclamations go out, while the king stays in his rightful place and disaster is averted. The ruler scatters his private store of wealth and authority, shares it publicly, and so gathers back the hearts that were drifting apart, anchoring the whole through the center.
