Unexpected contingency is a classical caution about the unpredictability of change, aligned with second-order thinking, scenario planning, and the study of black swan events. Its core proposition is that intervening in a complex system generates secondary and tertiary effects that the plan did not anticipate, so contingency capacity is a design requirement rather than a sign of poor planning. A plan rests on a model of how the system will respond, and the model omits interactions its author did not consider. When the intervention is large, those omitted interactions activate and produce outcomes that follow from the plan but were never intended by it. Because the effects are second and third order, they arrive after the decision, through a mechanism nobody is monitoring. Reserving buffer and defining early signals buys the time to detect them, which is why contingency belongs in the plan rather than in the apology.
