CORE DEFINITION

QUALIFLEX is a multi-criteria decision method based on rankings. Alternatives are evaluated on each criterion, and the evaluations may be ordinal or expressed as intervals rather than precise values. The method enumerates the possible complete rankings of the alternatives and computes, for each ranking, a consistency index measuring how well it agrees with the preference information derived from the criteria and from pairwise judgments. The ranking with the highest consistency is selected, and partial rankings can be used where several are equally consistent. Enumeration limits the number of alternatives.

Working with complete orderings instead uses only the comparisons the information can justify, and the consistency index measures agreement rather than distance, which suits ordinal input. Enumerating orderings also makes the trade-offs explicit, because the selected ranking can be compared with the alternatives it displaced. The approach is limited by combinatorial growth, since the number of orderings rises factorially.
