CORE DEFINITION

The Nelson and Narens model describes metacognition as two interacting levels. The object level performs the direct cognitive work, such as memory retrieval, comprehension, or problem solving. The meta level holds a model of the object level and acts as its observer and regulator. Two information flows connect them: monitoring runs bottom-up, carrying signals about the state of object-level processing, and control runs top-down, carrying the meta level's decisions about what the object level should do. Control depends on the accuracy of monitoring, so a well-functioning meta level requires reliable signals about what the object level is actually doing.

The meta level can only regulate what it can observe, so the loop's effectiveness depends on the fidelity of the monitoring channel. Familiarity is a cheap signal that fires whenever material has been seen before, so a learner relying on it monitors inaccurately and controls the wrong way. Adding a harder test, such as explaining the material to someone else, produces a signal that tracks retrieval rather than recognition, which improves both the monitoring judgment and the control decision that follows from it.
