Brezhnev Doctrine
Version 1.0.0 · Updated 2026-07-28
CORE DEFINITION
The Brezhnev Doctrine (Russian: Доктрина Брежнева), also translated as the Brezhnev Doctrine, was a set of foreign policy theories implemented by Leonid Brezhnev, then General Secretary of the Communist Party of the Soviet Union, from the suppression of the Prague Spring in Czechoslovakia in 1968 until Gorbachev's new thinking in 1988, within the Soviet Union and the member states of the Warsaw Pact. It aimed to export revolution and stabilize the socialist states of Eastern Europe. Although named after Brezhnev, it was actually the work of Mikhail Suslov, the 'grey cardinal' who controlled Soviet ideological propaganda at the time.

Anchor fast decisions
The Brezhnev Doctrine (the 'limited sovereignty' theory) justifies intervention in member states that 'deviate' by claiming that the 'interests of the bloc as a whole' are superior to the sovereignty of individual states. Its mechanism is to use a collective narrative to dissolve the autonomy of individuals/members—when 'for the sake of everyone' becomes the justification for intervention, the desire for control is cloaked in legitimacy.
