CORE DEFINITION

A concept from Howard Becker's labeling theory of deviance, describing individuals and groups who campaign to have particular behaviors defined as problems and to have rules created and enforced against them. They may be rule creators motivated by a moral vision or rule enforcers motivated by the authority that enforcement confers. The core claim is that deviance is defined rather than given, and definitions are actively produced. The qualification is that the concept describes a process of rule creation and does not imply that all rules are arbitrary.

A behavior becomes a social problem only after someone successfully frames it as one, which requires sustained effort in publicity, organization, and rule drafting. Once a rule exists, enforcement agencies gain jurisdiction and resources, so the enforcers acquire an interest in the category they police. Because the label creates the offense, the supply of deviance partly reflects the activity of those who define and enforce the definitions.
