CORE DEFINITION
To protect privacy or intellectual property, instead of encrypting (locking) information, one generates a large amount of false, chaotic, or meaningless information to bury the real information within. This allows observers to see the data but not understand its meaning.

The art of invisibility in the data age. An effective method against big data surveillance is not to 'leave no trace' (which is difficult), but to 'create noise'. For example, randomly clicking on ads you are not interested in to disrupt the algorithm's profile of you.
Anchor fast decisions
Flood real information with a large amount of false or chaotic information, making it impossible for observers to understand despite seeing the data, which is more resistant to surveillance than 'encryption and locking'.
