CORE DEFINITION
Existing evidence is never sufficient to uniquely determine a scientific theory. For the same set of data, one can always construct countless different theories to explain it (though some may be absurd).

Explanatory pluralism. When someone confidently says "the data proves I'm right," counter with underdetermination: the data is compatible with your theory, but also with a hundred other explanations. Data is necessary but not sufficient to settle the matter; additional principles like Occam's razor are needed.
Anchor fast decisions
Empirical evidence cannot logically uniquely determine a theory, because auxiliary hypotheses are bundled with the theory, and equivalent empirical content can come from mutually exclusive theories (Quine-Duhem thesis).
