Traditional folders are organized by 'subject' (library style), causing a lot of information to become dormant. PARA organizes into four layers based on 'distance from action': Projects (with deadlines) → Areas (long-term responsibilities) → Resources (interest materials) → Archives (dormant). The closer to the front, the more important and visible, allowing information to flow with action priorities rather than static accumulation.
