When expressing true preferences publicly incurs social or political costs, people falsify preferences to conform to the mainstream, leading to a disconnect between 'public preferences' and 'private preferences'. When the majority falsifies, each individual overestimates the size of mainstream opinion, forming a 'spiral of silence', making the system more fragile than its surface stability suggests.
