CORE DEFINITION
Rather than debunking rumors after they spread (which is less effective), it is better to inject a "cognitive vaccine" into the audience before the rumor arrives. Tell them what the rumor might look like and the deceptive logic behind it.

Reduce cognitive load
Defensive communication. Before publishing a potentially controversial policy, preemptively say: "You may hear people say this policy is X, but that's actually because Y..." Once the audience is familiar with the opponent's rhetoric, the attack power of the rumor is neutralized.
Anchor fast decisions
Exposing the rhetorical structure and deceptive logic of rumors in advance is equivalent to inoculating the audience with a "cognitive vaccine," enabling them to recognize and resist similar misinformation in the future (psychological immunity), which is more effective than debunking after the fact.
