CORE DEFINITION
The highest standard of judicial review in the United States for assessing the constitutionality of laws. To pass, a policy must demonstrate that it: 1. serves a compelling governmental interest; 2. is narrowly tailored to achieve that interest; and 3. is the least restrictive means.
