The Cynefin framework ( kuh-NEV-in) is a conceptual framework used to aid decision-making. Created in 1999 by Dave Snowden when he worked for IBM Global Services, it has been described as a "sense-making device". Cynefin is a Welsh word for 'habitat'.

The core insight is that "different types of problems must be addressed with different methods." In the Clear domain, cause and effect are obvious, so Sense-Categorize-Respond applies; in the Complicated domain, experts can analyze, so Sense-Analyze-Respond applies; in the Complex domain, cause and effect can only be understood in hindsight, so Probe-Sense-Respond applies; in the Chaotic domain, one must act first to stabilize, so Act-Sense-Respond applies; the Disorder domain indicates that it is not yet clear which domain the situation belongs to.
