Peter Drucker's distinction. Efficiency is "doing things right" (Do things right), effectiveness is "doing the right things" (Do the right things).
SCAFFOLDING EFFECT
Reduce cognitive load
Priority calibration. Before optimizing processes (improving efficiency), first confirm whether the process is still necessary (effectiveness). Doing the most efficient job on something that should not be done at all is the greatest waste.
Anchor fast decisions
Effectiveness is "doing the right things" (goal attainment), efficiency is "doing things right" (resource saving), and they are orthogonal. High effectiveness with low efficiency can still be successful, while high efficiency with low effectiveness is busywork.
