Rule Beating
Version 1.0.0 · Updated 2026-07-30
CORE DEFINITION
Rule beating is a systems trap in which participants exploit loopholes in rules or metrics to satisfy apparent requirements without addressing the underlying problem. It concerns the gap between formal rules, incentives, and actual goals; it is not equivalent to all lawful planning or all rule violations.
SCAFFOLDING EFFECT
Reduce cognitive load
Examine whether a rule or KPI could reward improved numbers without improved outcomes. Compare the measure with the result it is meant to represent, rather than assuming every strategic response was anticipated or that a particular reward necessarily causes cheating.
Anchor fast decisions
Rules and metrics express only part of a goal. When rewards or constraints depend on their surface conditions, participants may redirect effort toward the easier conditions while bypassing the underlying problem. Effects depend on the rule, incentives, and available strategies; calling this rule arbitrage does not replace analysis of the specific loophole and consequences.
