INTRODUCTION

CORE DEFINITION

The viable system model, developed by Stafford Beer, holds that any system capable of maintaining its own existence must perform five functions: operations, coordination, optimization, intelligence about the environment, and policy. Each of these is recursively organized, so every subsystem must itself contain a complete set of the five. The core proposition is that viability is a structural property, so an organization that lacks one of the functions, or where they are badly connected, will fail regardless of the quality of its people. The key qualification is the balance between autonomy and cohesion, since over-centralizing the higher functions damages viability as surely as omitting them.

SCAFFOLDING EFFECT

psychology

Reduce cognitive load

- Function audit: map the organization onto the five functions and mark which are absent. - Channel check: trace whether information reaches the level that must act on it. - Recursion test: verify that each subunit also contains all five functions.

anchor

Anchor fast decisions

Operations produce the organization's output, while coordination, optimization, intelligence, and policy handle respectively the conflicts between operations, their improvement, the environment's demands, and the identity that constrains them. Removing any function leaves a gap that no other function covers, so the organization reacts slowly or acts against its own interests. Because each level faces the same problem, the structure repeats at every scale.
