CORE DEFINITION
Rebels who do not dare to directly oppose the emperor claim that there are treacherous ministers beside the emperor and that they must be killed to purge the court. This is a strategy of open conspiracy: cutting off the target. It separates the 'system' from the 'specific executors', attacking the executors (the treacherous ministers) while claiming to act for the good of the system (the emperor). This provides a cloak of legitimacy for rebellion.
