INTRODUCTION

CORE DEFINITION

The line from the Dao De Jing reads that the way of heaven reduces the surplus and supplements the deficient, while the way of people does the opposite by taking from the poor to give to the rich. As a resource logic it holds that when a system is imbalanced, the marginal value of a unit is low at the surplus end and high at the deficit end, so moving resources raises total utility without creating anything new. The qualification is that the transfer needs a mechanism, because imbalance is self-reinforcing. Equalizing for its own sake destroys the incentive that produced the surplus.

SCAFFOLDING EFFECT

psychology

Reduce cognitive load

- Locate both ends: identify where the system is saturated and where it is starved. - Compare marginal values: check that the receiving end values the unit more than the giving end does. - Build the channel: design the tax, schedule, or budget rule that performs the transfer repeatedly.

anchor

Anchor fast decisions

Marginal utility falls as a resource accumulates, so a unit sitting in a saturated area contributes less than the same unit would where it is scarce. Moving it raises total output at no cost, which is why reallocation can improve a system without new inputs. The tendency of unmanaged systems is the opposite: those who already hold resources can capture more, so imbalance widens unless a rule counteracts it. A transfer that ignores the incentive effect can shrink the surplus that made the transfer possible.
