CORE DEFINITION

A maxim holding that the new cannot be established until the old is broken, so destruction is a precondition for creation. Its core proposition is that old and new structures compete for the same scarce resources, and because incumbents are sustained by vested interest they will not vacate on their own, so removal must be an active decision. The qualifier is that demolition must be followed immediately by construction.

Resources are finite, so whatever the old structure consumes is unavailable to the new, and the old structure will not release them voluntarily because the people invested in it resist. Clearing it deliberately releases both the budget and the attention that the new structure needs in order to take root.
