CORE DEFINITION
COBIT, Control Objectives for Information and Related Technologies, is an IT governance and management framework published by ISACA. In COBIT 2019 its core domains are Evaluate, Direct and Monitor (EDM), which carries the governance objectives; and Align, Plan and Organize (APO), Build, Acquire and Implement (BAI), Deliver, Service and Support (DSS), and Monitor, Evaluate and Assess (MEA), which carry the management objectives. COBIT separates governance from management so that both IT value creation and IT risk are covered comprehensively across the enterprise.
SCAFFOLDING EFFECT
Reduce cognitive load
- Separate governance from management: always keep the EDM objectives distinct from the four management domains. - Cover value and risk: address both IT value creation and IT risk control together. - Map clear responsibilities: assign each domain its own objectives so nothing is left orphaned.
Anchor fast decisions
Built on the separation of governance and management. EDM sets governance objectives while APO, BAI, DSS and MEA carry management objectives, so IT value and risk are both covered completely.
