Surrogation

CORE DEFINITION
Surrogation occurs when a metric used to measure a strategy (e.g., "citation count" measuring "academic influence") is not only used for monitoring but is also mistaken for the strategy itself. People begin to optimize the metric at the expense of the true goal (e.g., writing only popular reviews instead of original research). This goes deeper than Goodhart's Law, referring to the psychological "confusion of the map with the territory."

Goal deviation early warning. In business, constantly ask yourself: Are we pursuing "user satisfaction" (the goal) or "NPS score" (the metric)? If we harass users to fill out surveys to improve the score, we have fallen into the surrogation trap.
Anchor fast decisions
When the true goal is difficult to measure directly, use a proxy variable that is easy to measure and strongly correlated with the goal. The mechanism is substituting an observable measure for an unobservable one.
