CORE DEFINITION
A rocket that fires its engine at the point of maximum speed (usually periapsis) gains the greatest energy increase (highest efficiency) because the kinetic energy of the fuel is also utilized.

Rocket mechanics: With the same amount of fuel, firing at a higher orbital speed yields a greater increase in kinetic energy than at lower speed, because the gain is amplified by the square of the final velocity. The mechanism is 'the higher the speed, the more valuable the acceleration'.
