CORE DEFINITION
Parkinson's law states that work expands to fill the time available for its completion. Its converse is that constraining time or resources compresses work to fit, because a hard limit removes the option of indefinite polishing and forces triage. The constraint is not a guarantee of quality: the mechanism works only when the objective is already clear and the tight budget is applied to scope rather than to verification.
