The pollution haven hypothesis posits that when large industrialized countries' enterprises build factories abroad, they typically choose locations where resources and labor are cheapest to obtain needed land and raw materials. However, this often comes at the cost of environmentally unfriendly behavior. In developing countries with cheap resources and labor, environmental regulations tend to be relatively lax; conversely, in countries with stricter environmental regulations, meeting these standards incurs higher costs, making them more expensive for such enterprises. Therefore, companies investing abroad tend to locate in (or relocate to) countries with the lowest environmental standards or weakest enforcement.
