CORE DEFINITION
In software engineering (and any complex system), there is no single technology or management method (silver bullet) that can improve productivity, reliability, or simplicity by an order of magnitude. Difficulties are divided into "essential difficulties" (complexity that cannot be eliminated) and "accidental difficulties" (caused by tools).

Software difficulties are of two types: essential difficulties (inherent and unavoidable complexity of requirements/complexity) and accidental difficulties (caused by inefficient expression tools). A silver bullet can only eliminate accidental difficulties, while the dominant essential difficulties must be addressed through gradual engineering improvements ("lead bullets"), which cannot be eliminated by a single technology.
