CORE DEFINITION
A matrix tool that uses two dimensions, 'consequence severity' and 'probability of occurrence', to classify risks into different levels (e.g., low, medium, high, extreme).

The risk matrix forms a two-dimensional grid with 'probability of occurrence' and 'consequence severity' as axes, positioning each risk in the corresponding cell and grading by color. It compresses multi-dimensional uncertainty into a single priority signal, assuming that risks can be sufficiently ordered by these two dimensions. Underlying it is a qualitative approximation of expected loss—a rank ordering of probability times severity.
