A concept in comparative politics, developed by Ronald Wintrobe and others working on authoritarian information problems. A ruler needs accurate information to govern well, but the same repression that secures power destroys the channels that carry honest information. Subordinates learn to report what pleases rather than what is true, so the ruler loses the ability to detect economic decline, unrest, or policy failure until the damage is visible to everyone. The dilemma is structural rather than personal: better intentions on the ruler's part do not remove it, and it applies to any leader insulated from contradiction.

The loop is self-reinforcing until the gap between the reported world and the real one can no longer be bridged.
