NOMA - Non-Overlapping Magisteria

INTRODUCTION

CORE DEFINITION
Non-Overlapping Magisteria, or NOMA, is a principle proposed by Stephen Jay Gould in Rocks of Ages. Science holds authority over the empirical realm, what the world is made of and how it works, while religion holds authority over value and meaning, what we ought to do. Neither should legislate inside the other's domain. In organizations the same split separates factual judgment from value judgment, so data settles what is, and purpose settles what should be.
SCAFFOLDING EFFECT
Reduce cognitive load
- Domain Boundary Mapping: sort a disputed question into fact, value, or a mix before arguing. - Single Owner Rule: assign each decision to exactly one accountable authority to prevent overlap. - Value Conflict Handling: keep vision out of data debates and evidence out of purpose debates.
Anchor fast decisions
Overlapping authority produces blame-shifting and unresolvable disputes, because two bodies can each claim final say. Assigning each class of question to a single authority makes decisions attributable, so disputes resolve by domain rather than by power and accountability has a clear owner.
