CORE DEFINITION
In any bureaucracy, there are two types of people: those dedicated to achieving the organization's goals (e.g., teachers who want to teach, doctors who want to heal) and those dedicated to maintaining the organization itself (e.g., administrators, management). The Iron Law states that the second group (the maintainers) will always eventually gain control and marginalize the first group. -
