Proposed by Clay Shirky. The so-called 'information overload' is actually a pseudo-problem; the real issue is 'filter failure.' Information has always been overwhelming (you can't read all the books in a library), but in the internet age, traditional filtering mechanisms (editors, publishers) have failed, while new personal filtering mechanisms have not yet been established.
