Pournelle's Iron Law of Bureaucracy

CORE DEFINITION
In any bureaucratic organization, there are two types of people: 1. those dedicated to achieving the organization's goals (e.g., teachers who want to teach, doctors who want to cure); 2. those dedicated to maintaining the organization itself (e.g., administrators, HR, managers). The Iron Law is that the second type will always gain control and create rules that hinder the first type.

Reduce cognitive load
Organizational entropy reduction. If you are a doer, do not expect the administration to understand you. Their KPI is to 'manage you'. The only way to counter the Iron Law is to give budget and personnel authority to the doers.
Anchor fast decisions
Pournelle's Iron Law states that in bureaucratic organizations, the group whose business is to maintain and expand the organization (administration/management) naturally has an information and control advantage, and will gradually steer rules toward 'ease of management' rather than 'goal achievement'. The mechanism is the substitution of proxy goals for original goals—organizational survival overrides mission accomplishment.
