CORE DEFINITION
Four criteria proposed by IBM to determine whether a potential customer is reliable. Budget (can they afford it?), Authority (are they the decision maker?), Need (do they have a pain point?), Timing (are they in a hurry to buy?).

- Resource filtering: The biggest waste for sales is spending time on people without purchasing power or decision-making authority. If more than two of the four conditions are missing, decisively give up or downgrade.
Anchor fast decisions
Based on 'prospect qualification filtering'. Quickly assess the quality of sales opportunities from the four dimensions of budget/authority/need/timing to avoid misallocation of resources.
